What Would It Take to Make Ethereum Always Available? Designing UNIBRA: A Connectivity Layer

Duration: NaN:NaN:NaN

Speaker: Fatemeh Fannizadeh, Lou de K, Bartho

Type: Workshop

Expertise: Some familiarity with the topic

Event: Devcon

Date: Nov 2026

Universal Basic Broadband Access proposes a minimum layer of resilient connectivity through which essential data, particularly crypto transactions, can still be transmitted when conventional internet access is unavailable or restricted. But what infrastructure, standards, incentives, and coordination would be required to make it real? After a short introduction to the UNIBRA framework, participants will work in small groups on its core layers: hardware and alternative transmission routes, an ultralight transaction protocol, culture and adoption, governance, funding, and resistance to capture. The culture and adoption group will be lead by an artist specialised in socially engaged art and practices. The groups will then combine their proposals, identify dependencies and failure points, and stress-test the resulting system. The workshop will produce a shared map of the technical, cultural and institutional requirements for making Ethereum continuously accessible.
