Implementing FOCIL (EIP-7805) in Erigon, the execution-layer side of fork-choice enforced inclusion lists. Adds Engine API support for building inclusion lists from the local mempool and validating that execution payloads satisfy them, so a committee of validators can force transaction inclusion and strengthen Ethereum's censorship resistance.
