Digital Identity for Nations: Unlinkability, Subsidiarity and Global Interoperability

Duration: NaN:NaN:NaN

Speaker: Alessandro Malventano

Type: Talk

Expertise: Deep prior knowledge

Event: Devcon

Date: Nov 2026

Drawing on the digital identity work done, and still ongoing, with the European Decentralisation Institute, I’ll start with the basics (eID, levels of assurance, credentials, wallets) and map today’s Cambrian explosion of identity systems in Europe and globally. Read as DPI, a system can be active and cross-sector yet still concentrate control. The question isn’t whether identity systems harmonise across borders, but on what terms. I’ll argue the credible route to global interoperability is a trust framework grounded in mutual recognition, digital subsidiarity, open standards, and unlinkability-by-default as a binding architectural requirement. I’ll show where Ethereum and blockchain-based features meet these needs, above all as a neutral verification layer for digital trust, and report on live cases such as Bhutan NDI, Taiwan TW DIW, Buenos Aires QuarkID and UAE Pass. I’ll close with a call to action to join the Pan-European Trust Framework.
