Digital Democracy Under War in Ukraine

Duration: NaN:NaN:NaN

Speaker: Max Semenchuk

Type: Talk

Expertise: No prior knowledge

Event: Devcon

Date: Nov 2026

Ukraine is unusually active ground for real-world governance experiments. We work with RadicalxChange to bring Plural Stack and deliberative tools to local governments, alongside the country's existing zero-blockchain civic tech (e-petitions, participatory budgeting). Alongside that work, a related grant program backed by Ukraine's Ministry of Digital Transformation and Binance – brings liquid-democracy-style voting to a different audience. 240 builder applications, an expert jury pre-screening finalists, then a KYC-gated public vote deciding grant winners at national scale. I'll walk through how both mechanisms were designed, with concrete data points on where plural governance design meets real institutions and wartime constraints.
